Step 1
Stack eight sheets of 3x3 inch alternating yellow and red tissue paper together (4 sheets of each color).Cut a curved scalloped edge, as in the diagram, for the entire stack.
Fold accordian-style according to the scalloped edge.
With a piece of floral wire, fasten the folded tissue paper on
the edge opposite of the scalloped edge.
